Challenge
The Department of Transportation’s (DOT) National Highway Traffic and Safety Administration (NHTSA) – required research testing support for assisting operations and business processes for two program offices that enforce several of NHTSA’s operating statutes: a) Office of Vehicle Safety Compliance (OVSC) and b) Office of Defects Investigation (ODI). 4S Silversword provides technical program support services for existing processes and provides planning and implementation support services for future process improvement investments within OVSC and ODI. Our team supports NHTSA’s mission across several locations both on site at government locations along with remote work and several contractors’ sites as well. 

Solution
As the prime contractor, 4S-Silversword Software and Services, LLC executes field operational testing at NHTSA’s San Angelo Test Facility (SATF) on the following tests: FMVSS 401, FMVSS 537, FMVSS 523, FMVSS 110, FMVSS 138. We collect and analyze the vehicle test results and assist NHTSA with incorporating the results into vehicle safety standards as well as disseminating information and analytics to the automotive industry. Due to the complexity of the testing data sets and information systems, Team 4S works with NHTSA in daily, weekly, monthly data set updates to provide analytics and reports on variance, anomalies, trends, and performance factors utilizing statistical analysis. Our team plays a crucial role in the review and tracking NHTSA’s import application process for manufacturers of vehicles equipped with Automated Driving Systems (ADS) attempting to import their vehicles into the United States. At NHTSA’s request, we conduct data and statistical analysis and reporting on the import data.

Results
Through structured program management and support, our team of professionals maintain and enhance Enforcement’s managed services through annual planning and resource allocation support. We also provide timely and high-quality support services to Enforcement’s customers. 4S-Silversword also delivers timely and high-quality responses to customers, including manufacturers, the public, and other NHTSA offices and other government customers. Finally, our document specialists produce and maintain timely and high-quality documentation and document management for Enforcement.
